This is an interesting little article.  However, I think it’s still to early in Obama’s administration to really know what he’s trying to do.  If anything, I think it comes down to something I heard on the radio during the election; Democrats like jobs, but dislike businesses.  Basically, there’s some deep-seeded belief that businesses are evil, and have super-deep pockets that will allow them to pay a boat-load of taxes.  Both assumptions depend on the people in charge.  With the economy like it is, large companies have less money, and the smaller ones are just struggling to stay above water.  So, believing assumption #2 to be correct when it’s not could lead one to believe the destruction of capitalism is a goal, when the jury is still out at this point.
